Sheff Wed Deals with a 'Significant Problem', States Independent Regulator

'We are going to be a part of football's future' - football oversight chief the regulator's chair

Sheffield Wednesday's current difficulties constitute a "serious issue" and the independent regulator is seeking powers to examine team situations in comparable cases, the recently named head the regulator has announced.

Through a comprehensive talk, the chairman, who was appointed on Monday, showed understanding towards supporters of the Owls.

The regulator engaged with four supporter groups connected to the Championship side in recent days.

The team have been facing challenges both on and off the pitch in the current year, with the club delaying salary disbursements on several different times, including in September.

"Clearly Sheffield Wednesday has been a serious issue for football authorities and a significant problem for football," Kogan told.

"Sheffield Wednesday is one of the iconic names for the English game and in recent days we have met supporters' organizations.

"Our aim is to acquire the ability... which will allow us to have Sheffield Wednesday - and other clubs brought to our attention if they warrant scrutiny and acted upon."

Economic Challenges and Ownership Situation

Wednesday's embattled owner Dejphon Chansiri indicated in the summer he would be prepared to relinquish control at their home ground, but he has been unable to finalize an agreement with potential new owners.

Delayed salary payments on time in spring months caused limitations by the league officials in summer, preventing the club from carrying out any recruitment activities for the next three transfer windows, although those limitations were removed in the end of the transfer window.

Authority's Position

The chairman stated: "The position was created for the supporters of Wednesday, other clubs in similar situations where people are committed to a local institution that has existed throughout their lifetimes in multiple situations.

"I fully appreciate the team's plight, as I do for all the clubs that since 1992 have gone to the wall, or been close to going to the wall, for factors unrelated to the fans themselves."

Questioned about whether the regulator could force an chairman to relinquish a club if they are considered unfit, the chairman responded: "Should the inquiry concern 'would we intervene in the final instance?', the answer is once we gather the evidence and comprehend the circumstances, we will."

But the chairman emphasized that requiring chairmen to relinquish clubs would be treated as a "last resort" and the regulator would prefer to collaborate with owners.

"The last thing what we want to do is commence engagement with an particular organization, an individual owner, without being able to work with that owner to try and resolve the problems affecting the organization and the owner's facing," the chairman stated.

"But the truth is, when you look back over the history of the game, over the last 20 or 30 years there have been certain proprietors, few in number, but some who have been irresponsible in the approach they have taken toward their teams and eventually don't wish to take responsibility for the coming years."

'Errors may undo substantial development'

Kogan met with delegates from multiple organizations to detail the scope of the regulator on Wednesday and insisted it was a "proactive meeting" with a "significant participation" from the grassroots to elite level.

"The role holds considerable importance, because if errors are made, if the world of football gets it wrong, the remarkable development accomplished necessary will vanish incredibly quickly," the regulator warned.

"And that's what nobody wants in the context of the English game is a major achievement - we must maintain momentum.

"Substantial financial resources flowing into the game and has been invested for the last 20 or 25 years, because certainty is lacking it will continue to come into football, which is one of the reasons why I think we have to maintain a focused outlook on risk and of course, of the coming seasons."

Premier League Concerns

Top flight officials resisted the establishment of an oversight body because of fears of a negative impact on the Premier League's sporting equality, but the regulator stated: "I completely endorse the success and growth as an economic entity of the elite league.

"Being fully aware of the concern of undermining the Premier League as a premium product of England. But at the same time, if you engage with division representatives after this week's discussion, they would have had a significant degree of comfort -and, actually, they have been advising us privately they have a high level of reassurance."

Partisan Associations

The regulator remains subject to a "full inquiry" by the public appointments commissioner after he acknowledged providing funds to the political party in 2020.

The official provided financial support for government minister Lisa Nandy's leadership campaign, along with that of the government leader.

"I have fully disclosed my past party membership [with Labour], and that political affiliation came to an end the day the official body endorsed my nomination," Kogan said.

"I am presently disconnected from any type of partisan engagement."
